Business Issue
A large federal agency, responsible for training and developing non-executive staff at hundreds of dispersed locations across the country, needed to address the changing and varied learning and development needs of the HR population as HR professionals became both more diverse and sophisticated. Since each location is run independently and makes its own organizational decisions based on its specific needs, HR professionals’ job responsibilities and expectations vary greatly across the locations, even for individuals with the same job title.
Solution
Cambria used its TalentApp™ platform to design, develop, and implement an online individual learning guide, which takes users through a step-by-step development process which included determining their individual development priorities, selecting appropriate resources from a suite of learning options (e.g., books, e-learning, instructor-led training), and tracking the fulfillment of development goals through an online development plan.
Results
The HR staff can now identify, access, and track the specific training needed from one central location, as opposed to searching through numerous internal resource libraries and doing their own external research. Each HR professional now has the means to identify their most important priorities from a robust menu of functional skills and professional competencies. Although the Learning Guide site was not mandated, 240 people out of about 500 potential users accessed and used the site in the first week alone, and there were over 340 active users in less than two weeks after the release.
Cambria has since collaborated with the agency to add other Learning Guides to the system, including a “topic-based” guide to support the rollout of a new Performance Management process for all agency roles – manager, non-manager employee, and HR professional.
