Custom 360 Instruments

Custom Assessment for Federal Employees

Cambria created the Federal Executive Leadership Inventory (FELI) in collaboration with the Robert H. Smith School of Business at the University of Maryland. It measures skills and behaviors that are aligned with the executive core qualifications (ECQs) the U.S. Office of Personnel Management identified as critical for the highest level of service for career executives. The FELI gathers data from managers, peers, and direct reports and reports it confidentially to the participant. The goal is to encourage people to develop a focused individual development plan based on the feedback.

The Smith School is making this instrument available as an alternative to the Office of Personnel Management’s 360-degree assessment. It is designed for participants at all government service (GS) levels in agencies where the Smith School is engaged to deliver a leadership development program. Smith is advocating this 360 as a good first step in preparation for a great federal career.

Cambria developed and implemented a suite of 360-degree feedback instruments for individual contributors, supervisors, leaders, and program managers across all the countries in which the company operates. The assessments are based on an overall competency structure, or “common language,” that is specific to the organizational level of the participant. The assessment is “on demand,” meaning that any individual with permission can initiate the process, select his/her feedback providers (direct manager, secondary manager, peers, direct reports, and/or others), launch the assessment, monitor the status of respondent participation, and generate the report.

Since the assessments were introduced, more than a thousand people per year have opted to participate. The assessments are available in six languages — English, French, German, Spanish, Portuguese, and Chinese — with each user able to select his or her preferred language.
